During the 32nd General Assembly held from Sep. 18th to 24th in Phnom Penh/Cambodia, the ASEAN Inter-Parliamentary Assembly (AIPA) officially paved the way for AIPA-German Cooperation. The AIPA member countries adopted a Resolution on a project on Capacity Building Measures for AIPA and the AIPA Secretariat through ''Hanns Seidel Foundation (HSF) and Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ)'.

The German Ambassador to Cambodia, Dr. Wolfgang Moser (see photo, second from right side), hailed the Resolution as a further milestone in German assistance to support the integration process of the Association of Southeast Asian Nations (ASEAN). Germany and AIPA are planning to embark on a joint Capacity Building Project for the AIPA. The Project will focus on AIPA-ASEAN Dialogue Mechanisms and Human Capacity Development for AIPA staff. The Secretary-General of AIPA, Antonio Cuenco (see photo, in the middle) said that he expects "the German assistance will sharpen the skills of AIPA staff". The Hanns Seidel Foundation and the GIZ have longstanding experience in assisting the ASEAN Secretariat in different fields: the HSF is supporting environmental protection and education at regional level and the GIZ started in 2008 an extensive Capacity Building Project for the ASEAN Secretariat.
