PAHSI - Alumni Association

PAHSI Annual Meeting 2009 and Alumni Fair. The support of alumni of Hanns-Seidel Foundation, who studied in Germany, has a long-standing tradition in the work of HSF Jakarta. For that reason, a specific alumni association, so called PAHSI, was founded in 2003 with the purpose to provide for its members:

  • networking opportunities
  • contacts to German economy
  • recommendations for applicants of HSF Scholarship and joint German Culture explorations.

Under the chair of Christian Hegemer, the former director of HSF-Jakarta, PAHSI has developed into a very active and lively organization with a membership of 57 persons which stay in close contact to each other and organize alumni conferences on a regular basis. So far, already five of these conferences have been conducted. Some of the prominent guests who have taken part in these conferences were His Excellency the German Ambassador, Prof. Franz Magnis-Suseno SJ, Dr. Dewi Fortuna Anwar from The Habibie Center (THC) and the Indonesia Institution of Science (LIPI), Dr. Michael Czepalla, Head of the Scholarship Department of the HSF, Prof. Dr. Lepi Tarmidi from the economic faculty of the University of Indonesia (UI), Dr. Rachman Sjarief, PT. Merten, Jakarta, and MBA Suchjar Effendi, head of the World University Service Komite Indonesia (WUSKI) and of the German Alumni Association PAJ.

One crucial point of these activities is the annual conduct of PAHSI conferences, which are carried out with changing topics. This year, PAHSI board agreed on “Tasks and responsibilities of the Indonesian Parliament as Representative of the Indonesian People” as a guiding theme. The PAHSI conference took place at IBIS Hotel, Jl. Wahid Hasyim, Jakarta, on 13 November 2009. All together more than 50 alumni joined this event with the following agenda:

  • Opening Speeches by the PAHSI Chairman, Dr. Udin Silalahi, SH.LL.M., Dr. Ulrich Klingshirn, Head of HSF Jakarta as well as by Alexander Wallau, Head of the Political Section of German Embassy Indonesia
  • Conduct of a Talk-Show on a.m. topic with following participants: Mr. Ir. M. Bascharul Asana, MBA. President Director of PT TUV International Indonesia, Dipl.-Volkswirt. Anton Mashur, Former Member of Parliament, Dipl. Sc. Pol. Riza Tadjoedin, Vice Country Director of GTZ-Office and Prof. Dr. Bachtiar Aly, MA., Politic and Communication Expert


The following discussion emphasized the issue whether and by what means the Members of Parliament can improve the representation of the interests of the Indonesian people. Despite the introduction of a direct vote mandate for each representative, it seems that the Indonesian Parliament Members are more committed to the superior aims of each political party and not to the interest of their constituents. Mr. Anton Mashur, former Member of Parliament, provided a good-practice example how this conflict interest can be settled. During his active period as legislator, he established a specific office in his electoral district in Flores, where local residents could channel their complaints and recommendations.

The second part of the PAHSI conference focused on the election of the new PAHSI chairman and board with following results:

  • The board of advisors had been extended by Mr. Dipl.-Volkswirt. Anton Mashur, who agreed to take over the position as honorable adviser, by Dr. Ulrich Klingshirn as Head of HSF Jakarta as well as by Dr. Udin Silalahi, SH.LL.M as former chairman of PAHSI.
  • The new elected chairman is Ir. M. Bascharul Asana, MBA., President Director of PT TUV International Indonesia
  • Deputy: Dr. Abdul Manan Aruli
  • Secretary: W. Wulandari, SS., SE., MA.
  • Treasurer: Dra. Hetty Fatonah
  • Head of Environmental Division: Nur Khakim, ST., MSc.
  • Head of Cooperation and Training Division: Dian Parluhutan, SH.LLM. (Eur.)
  • Head of Social and Cultural Division: Drs. Hidayat, Dipl.-S.Ed. M.Si.
  • Head of Political and Government Relation: Drs. Partogi Nainggolan, MA.

We would like to congratulate the new elected chairman and all board members to their successful election and wish a fruitful cooperation to strengthen the PAHSI association.

On the following day (14 November 2009) PAHSI and the HSF Jakarta participated at the “Alumni Conference and Fair” in Shangri La Hotel in Jakarta, which was organized in cooperation with DAAD, CIM and Inwent. The HSF and PAHSI were represented with an own booth at this fair to show their activities. Furthermore, the new leaflets on the HSF Scholarship Program for Indonesian students and the HSF program in Indonesia had been presented for the first time. Additionally, the newly drafted PAHSI Alumni Almanac with more than 120 pages had been launched to the public.

The participation of HSF and PAHSI at this fair can be considered as very successful. More than 800 alumni, guests and several organizations engaged with exchange of knowledge and study abroad attended this event.
