Der deutsche Föderalismus ist einer der einheitlichsten der Welt. Er geht von Annahmen aus, die auf dem Subsidiaritätsprinzip beruhen. Sie finden sich noch immer im deutschen Grundgesetz wieder. Das Fehlen einer Föderalismuskultur, die Output-Orientierung der deutschen Politik, die die Gleichartigkeit der Lebensverhältnisse betont, und die parteipolitische Zentralisierung haben den deutschen Föderalismus geprägt. Die letzten drei Föderalismusreformen 2006, 2009 und 2017 haben alle zu mehr Zentralismus und gemeinsamen Entscheidungen von Bund und Ländern beigetragen.

Vor dem Hintergrund dieser zentralistischen Perspektive auf den Föderalismus und der Vorliebe für Einheitlichkeit werden wir die Bundestagswahl im September 2021 diskutieren und erörtern, welche Auswirkungen sie, wenn überhaupt, auf die deutsche Politik und insbesondere auf die Zukunft des deutschen Föderalismus haben wird.

 

German federalism is one of the most unitary in the world. It started from assumptions based on the subsidiarity principle. They still are to be found in the German constitution. The lack of a federalism culture, the output orientation of German politics that stresses the sameness of living conditions, and party-political centralization have shaped Germany’s federalism. The last three reforms of German federalism 2006, 2009, and 2017 have all contributed to more centralism and shared decision-making of the federal government and the Land executives.

In the context of this centralized perspective on federalism and the preference of uniformity, we will discuss the federal elections of September 2021 and what impact, if any, they will have on German politics and on the future of German federalism particularly.
